Pacific Ambulance and Bowers Ambulance offer an experienced, comprehensive management team actively involved in all aspects of our ambulance operations.

Our management ensures that the same consistent, high quality patient care is provided on each and every call. We promote a team concept. Management, as well as all other levels of personnel, work together to reach overall corporate goals.

These basic values set Pacific Ambulance and Bowers Ambulance apart as a locally owned, managed and directed company whose sole direction is to provide excellent patient care and customer service. This is not a company that is resting on the laurels of past successes, but instead is actively molding the standard of care to be expected in the future.

Mr. Cates is Chief Operating Officer for Pacific-Bowers and Rural/Metro's non-emergency ambulance services in California.  He is also co-founder of Pacific Ambulance, which acquired Bowers Companies, Inc. d.b.a. Bowers Ambulance in 2004.  Prior to co-founding the Company, he worked in customer service operations with three prominent national organizations: the Federal Reserve Bank, American Express and American Medical Response. During Mr. Cates' tenure at the Federal Reserve Bank, he managed the check and currency processing functions for two Federal Reserve Branches, where he focused on unit cost management, financial analysis and leadership of large teams. At American Express, Mr. Cates joined the company's customer service operations, where he led all billing operations. After seven years at American Express, Mr. Cates joined American Medical Response, where his role focused on consolidating redundant operations and cash-flow performance. His proven track record and leadership skills contributed to AMR's ability to build a leading industry billing and collections team. Mr. Cates holds a Master's Degree in Total Quality Management from the University of Miami.

Mr. Iskander is Chief Operating Officer for Pacific-Bowers and Rural/Metro's non-emergency ambulance services in California.  He is also co-founder of PacificAmbulance, which acquired Bowers Companies, Inc. d.b.a. Bowers Ambulance in 2004.  Mr. Iskander has 20 years of experience in the ambulance industry. He began his career in the ambulance industry as an Emergency Medical Technician and rose through the ranks to become a senior manager at American Medical Response, leading business development efforts in Southern California. At AMR, Mr. Iskander focused on building non-emergency interfacility business with hospital systems and other healthcare partners. His knowledge and experience have contributed directly to Pacific-Bowers' growth from a successful start-up to a proven industry leader in California.

As Division General Manager for Pacific-Bowers and Rural/Metro's California non-emergency ambulance services, Mr. Scarborough is responsible for management of all day-to-day operational matters, growth, and work force leadership. He has nearly 30 years of experience in the ambulance transportation industry and has been instrumental in the development and growth of each ambulance company that he has managed.  Mr. Scarborough has held management positions for several prominent ambulance companies in California, including Care Ambulance, Inc., Mercy Medical Transportation, Inc., American Medical Service, and Sterling Medical Transportation, Inc. He co-founded Care Medical Transportation, Inc. in San Diego in 1995.  Mr. Scarborough is a Police Academy Graduate and has served as a Reserve Police Lieutenant. Mr. Scarborough also serves as the current President of the Ambulance Association of San Diego County. He is working toward a Bachelor of Arts degree in Business Management.

Mr. Cloward provides local operational oversight for Pacific Ambulance in Orange County, San Diego County and Riverside County. He began his career as a front-line Emergency Medical Technician at Hartson Ambulance in San Diego, CA, in 1990. More than 20 years’ experience in EMS has provided him with experience up through the management ranks, including more than 10 years at Rural/Metro’s high-performance 911 San Diego operation where he was part of the team that initiated and grew the non-emergency interfacility business there. His roles with Rural/Metro ranged from Administrative Supervisor to Client Services Manager, prior to joining Pacific Ambulance in 2010. Mr. Coward holds a Masters in Business Administration from San Diego State University.

As Market General Manager for Bowers Ambulance Service, Mr. Ranger oversees all aspects of daily operations and future market growth. Mr. Ranger’s career in the EMS industry began in 1973 as an EMT and includes experience as a Supervisor, Operations Manager, Director of Government Relations and General Manager. Mr. Ranger’s industry involvement includes service as Chairman and member of the Board of Directors of the California Ambulance Association, and member of the Board of Directors and President of the Los Angeles County Ambulance Association. Mr. Ranger was the recipient of the Chairman’s Award of Excellence from the California Ambulance Association in 2000 for his contributions to the ambulance industry.

As our Clinical Manager/QA, Ms. Jack provides clinical and educational oversight of the Critical Care Transport Division. She develops and provides new orientation and continuing education programs for our Critical Care Transport staff and is instrumental in CCT policy and program development. Ms. Jack began her career 20 years ago as an Intensive Care and Emergency Room Nurse and has more than 15 years of both ground and air transport experience.

Mark MacNeill joined Pacific Ambulance in 2007, and is currently the Critical Care Transport Nurse Manager. Mr. MacNeill brings to Pacific Ambulance 22 years of EMS experience. Mr. MacNeill started in EMS in 1990 while serving in the United States Navy as a Corpsman. He later received his RN degree in 2000 and has been working in Critical Care Transport for 11 years. He earned his Certified Emergency Nurse Certificate in 2011 and is pursuing his BS in Healthcare administration.
