Phil Forgione has served as Vice President of the Company's West Zone since 2010. Prior to his promotion, Mr. Forgione served as Division General Manager for Rural/Metro and Chief Executive Officer for San Diego Medical Services Enterprise (SDMSE) from October 2004 through 2010 and as General Manager for Rural/Metro and Chief Operating Officer for SDMSE from January 1999 through September 2004. Mr. Forgione began his career in the Emergency Medical Services industry as Marketing Manager for Eastern Ambulance in Syracuse New York in 1991 and was promoted in 1994 to Director of Public Affairs for the Eastern U.S. He became national Director of Public Affairs for Rural/Metro Corporation in January 1998. Mr. Forgione holds his MBA from Arizona State University and dual Bachelor's Degrees in Business and Journalism from Syracuse University.

As Division General Manager for Rural/Metro's San Diego-based 911 operations, Mr. Ahrendt manages key operational and strategic initiatives throughout the market. He joined Rural/Metro in 1999 as Division General Manager for the Company's California operations and was promoted in 2007 to West Zone Vice President of Business Development, a role he served in until 2011 when he was promoted to West Zone Chief Operating Officer. Prior to joining Rural/Metro, Mr. Ahrendt served as Vice President of Operations, Director of Business Development and Director of Finance for Response/MedTrans/Hartson Ambulance in Southern California. He holds his Bachelor's Degree in Mathematics and Economics from Pennsylvania State University, his Masters of Business Administration from the University of Pennsylvania Wharton Business School, and his Masters Degree in Contract Management from the Naval Postgraduate School in Monterey, CA.

With more than 27 years in the EMS industry, Mark Norman has worked in almost every aspect of the business. Starting his career in San Diego, Mark worked in Support Services, as an EMT, Paramedic, Dispatcher, Supervisor and Manager before moving to Los Angeles where he managed one of the largest Communication Centers in the state. Several years later, he moved to operations, where he worked as a Manager, Director and Vice President of Operations in Los Angeles, Glendale, Ventura and Santa Barbara Counties before moving back to his hometown of San Diego. Mark takes pride in being able to understand, know and have worked in almost every aspect of the EMS industry and looks forward to working with the Rural/Metro team in Santa Clara

As Division General Manager for Pacific-Bowers and Rural/Metro's California non-emergency ambulance services, Mr. Scarborough is responsible for management of all day-to-day operational matters, growth, and work force leadership. He has nearly 30 years of experience in the ambulance transportation industry and has been instrumental in the development and growth of each ambulance company that he has managed. Mr. Scarborough has held management positions for several prominent ambulance companies in California, including Care Ambulance, Inc., Mercy Medical Transportation, Inc., American Medical Service, and Sterling Medical Transportation, Inc. He co-founded Care Medical Transportation, Inc. in San Diego in 1995. Mr. Scarborough is a Police Academy Graduate and has served as a Reserve Police Lieutenant. He is working toward a Bachelor of Arts degree in Business Management.

As Division General Manager for Rural/Metro's Colorado operations, Mr. Patterson provides direction and oversight of emergency and non-emergency patient transportation for municipal customers, major hospitals and healthcare providers throughout the Colorado market. The division includes two primary operating companies: Rural/Metro Ambulance and Pridemark Paramedic Services. Mr. Patterson joined Rural/Metro in 1993 and has served as an EMT/Paramedic, Paramedic Supervisor, Operations Manager, General Manager, Director of Operations and Division General Manager. His 20-year EMS career began as a firefighter/EMT for Clear Lake City Fire Department near Houston, Texas. Mr. Patterson is a member of the Board of Directors and the Finance Committee for the Community College of Aurora Foundation, and a Board Member for Spirit of Aurora and the Tallyn's Reach Master Association. He is Secreatry and former Treasurer of the Aurora Chamber of Commerce. Mr. Patterson received his Bachelor's Degree in Business Administration, Management and Marketing at Baylor Univeristy, his Master's Degree in Organizational Management from the University of Phoenix and Executive Leadership Certification from Cornell University.

In his role as the Division General Manager, Michael Collins ensures the overall operational and financial performance of Rural/Metro’s Pacific Northwest operations. Rural/Metro operates in the Washington counties of King, Snohomish, Pierce and Spokane, as well as the Oregon counties of Marion, Lane and Springfield. Mr. Collins has been with Rural/Metro for 16 years. Prior to relocating to Washington in 2007, he served as Rural/Metro’s Division General Manager in Tennessee and Texas. Previously, he was responsible for Rural/Metro’s MedStar operations in Fort Worth, Texas, which consisted of a high-performance public utility model incorporating the City of Fort Worth and 13 surrounding municipalities. Mr. Collins was responsible for the implementation of a performance-based transportation agreement for the Memorial Hermann Healthcare System in Houston, Texas. His EMS career also includes service as a Paramedic, Field Supervisor and Operations Manager for the Montgomery County Hospital District EMS services based in Conroe, Texas. Mr. Collins earned his Associate’s Degree in Business Administration and a Bachelor’s Degree in Business Administration from the University of Phoenix.

As Division General Manager for Rural/Metro's Nebraska and South Dakota operations, Mr. Stuhr provides direction and oversight of emergency and non-emergency patient transportation services for municipal customers, major hospitals and healthcare providers throughout Nebraska and South Dakota. Mr. Stuhr joined Rural/Metro in 1975 and has served as Market General Manager for the Omaha Division from 1994-2001 and Division General Manager since 2001. He attended the University of Nebraska and received his Paramedic certification from Lincoln Creighton University.

As the Human Resources Manager for Rural/Metro's West Zone, Ms. Rowland lead the regional Human Resources staff, including performance reviews, coaching, mentoring, and development Consult with regional managers. She helped educate employees on Human Resources policies and procedures, assists regional management on issues involving labor relations, collective bargaining agreement interpretations, payroll and benefits Maintain compliance with collective bargaining contracts. Ms. Rowland joined Rural/Metro in 2007, and earned her M.A. in Human Resources Management from National Univeristy B.A. in Sociology from UC San Diego and an A.A. in English from Riverside Community College.

As the Postbill Billing Manager for both the West and Southwest Zones of Rural/Metro, Ms. Felker ensures the proper collections and customer service of all non private pay accounts by strictly following all CMS and compliance guidelines. She earned a Bachelors of Fire Arts from the University of Nebraska.
